I worked on this for about 20 hours trying different concepts and then starting over and over.  I tried cloud generators, particle systems and other great blender features.  Still needs work as not quite there yet.

I researched photos taken at this same time and found some color photos that let me work through the color conversion. I will still adjust, every time I look at it I see more things that I can fix.
